Competency context

Understanding Exemption 24

EX24 provides a conditional alternative to the usual crew certificate requirements for eligible emergency service operations. It is not a qualification issued by this website.

Read the official requirements first

The 2025 instrument commenced on 01/07/2025 and is scheduled to cease on 30/06/2030. Use the current AMSA guidance and instrument to check your particular circumstances.

What does it change?

Eligible masters and crew can operate under EX24 without the certificate of competency that would otherwise be required, provided its conditions are met. Vessel certification and safety management obligations still apply.

Start with three questions

  1. Is the operator eligible? A volunteer marine rescue organisation must meet the instrument’s definition, including government-assigned emergency responsibilities.
  2. Is this a permitted activity? Check the task and any fees against EX24. Incorporation alone does not make an organisation eligible.
  3. Does the person meet the requirements for these duties? Read Schedules 1 and 2 alongside the operator’s requirements and vessel limits.

Training and assessment

Accredited training is delivered by an RTO. The instrument also provides for equivalent non-accredited training delivered by validated trainers, or supporting trainers under direction. Assessment judgements must be made by a validated assessor where required.

“Validated” has a specific meaning here, including approval by an eligible organisation. A teaching qualification, maritime experience or quiz score alone does not establish that role.
