AMSA Exemption 2025 (EX24)

Effective from 1 July 2025, the AMSA Marine Safety (Emergency service vessels) Exemption 2025 (EX24) establishes the national regulatory framework for volunteer rescue vessel operations. It permits volunteer skippers and crew to operate emergency vessels under approved competency systems without requiring commercial maritime licensing, provided units maintain structured training records and vessel safety management systems.

Competent Crew

Essential boat safety, personal protective equipment (PPE), seamanship, line handling, vessel pre-checks, and emergency duties on board rescue craft.

  • Theory: Online interactive modules covering boat parts, safety protocols, and radio communications.
  • Practical: On-water assessment including line handling, man-overboard recovery drills, and basic knot work.
  • Sign-off: Verified digital practical sign-off by accredited training officer.

Command & Navigation

Skipper (Inshore / Lakes)

Vessel command in lakes, enclosed waters, and inshore coastal bars (up to 3 nautical miles). Passage planning, meteorology, towing, and night operations.

  • Theory: Chart work, electronic chartplotters, radar basics, collision regulations (COLREGs), weather assessment.
  • Practical: Night search drills, disabled vessel towing alongside and astern, emergency steering drills.
  • Sign-off: Operational demonstration under varying wind and sea states.

Advanced Seamanship

Coxswain Alignment

Comprehensive curriculum aligned with national maritime competencies (MAR Maritime Training Package) for vessels operating offshore and in adverse bar crossings.

  • Theory: Advanced stability, marine engine pre-checks, search patterns (expanding square, creeping line, sector search).
  • Practical: Offshore rescue scenarios, coordinated multi-agency operations with Police and Coast Guard.
  • Records: Digital logbook integration capturing sea hours and night hours via Offshore SMS.

AMSA Regulatory

Cat 24 Endorsement

Formal recognition under AMSA EX24 for volunteer skippers operating emergency response vessels beyond sheltered waters.

  • Compliance: Direct verification of medical suitability and Working With Children checks.
